Answers: Has he been drinking enough water ?? Sounds like he is dehydrated to me. The pain in his legs is probably due to his potassium sodium levels being out of balance...... headaches all the time is a big indicator of dehydration. Please get him to drink more water.
Also try to cut back on drinks such as coffee, tea, sodas and soft drinks that will only serve to dehydrate him and exassperate (make them worse) his symptoms....... ie: one cup of coffee will make your body excrete 2 cups of water, sodas and soft drinks are worse, only 1 can of soda will make your body excrete 12 cups of water !! Your body needs at least 2 litres of water on a daily basis, and that's after you've replace all the water lost to caffeine, sodas and alcohol. Your body needs water for every single cellular function it performs. Do your dad a favor and get him to hydrate his body buddy.

If he's overweight , smoker or anything, It could be related to that.

Loss of musculature around the shoulders, neck and upper arms can cause these problems. I am suffering something similar; a side issue from other problems, which have whacked me for the past few months.
Apart from low intensity exercise, to regain some form of stability to my upper body, I use a microwavable wheat bag. The heat treatment eases the muscle strain and pain in the shoulders and neck, while alleviating the resultant headache.
Hot soaks in a bath, with muscle soak suds is also gives good temporary relief.
At th end of the day, his relief is in his own hands, nobody else's.
If your dad has been to the doctor and they cannot find the problem, then he should look for another doctor. If after getting a second and even a third opinion and no one helps him, he should try a natural doctor, one who believes in homeopatic medicine.
They would probably put him on a cleansing regimen and have him change his entire diet. Maybe he could start by drinking a small glass of apple cider vinegar and water every morning. He should eat as little meat as possible and try fresh veggies and fruits for a few weeks.
Montel Williams has a book out that is supposed to be very helpful to people who have these vague ailments that doctors can't seem to help. Encourage your dad to also go to the track and walk for 20 minutes each morning. Hope he feels better.
